Washington D.C. — In a move that has sent ripples through the international diplomatic community, the Trump administration has sparked a fresh controversy regarding its newly proposed global body, the “Board of Peace.” On January 18, reports emerged suggesting that nations seeking a permanent seat at this exclusive table would be required to pay a staggering $1 billion. This development follows President Donald Trump’s initial announcement of the Board on January 16 via a post on Truth Social.

The timing of these revelations is particularly significant, coinciding with President Trump’s personal overture to Indian Prime Minister Narendra Modi, whom he has invited to play a central role in this Gaza-focused peace initiative.

According to detailed reports from Bloomberg News, the draft charter of this organization outlines a structure where Donald Trump would not only serve as the inaugural chairman but would also wield extensive authority. His proposed powers include control over the Board’s composition, agenda, financial operations, and decision-making processes.

While the standard tenure for member states is set at three years, the charter reportedly includes a unique exemption clause: countries that contribute more than $1 billion in cash within the first year would bypass these term limits entirely. In essence, a billion-dollar contribution would secure them effective permanent membership, a pay-to-play dynamic that has raised eyebrows globally.

Blueprint of the Proposed Peace Body

The draft charter conceptualizes the Board of Peace as a formidable international organization. Its stated mission is to foster stability, re-establish lawful governance, and ensure enduring peace in regions plagued by conflict.

Structurally, the Board is designed to operate on a majority vote system among present member states. However, a significant caveat exists: all outcomes and decisions would remain subject to the chairman’s approval, effectively giving President Trump veto power.

Further consolidating this authority, the charter stipulates that Trump would personally approve the organization's official seal, dictate the meeting schedule, and set the agenda. Perhaps most notably, he would retain the power to remove members, a decision that could only be overturned by a two-thirds majority vote. The Board is set to become operational once a minimum of three countries ratify the charter.

This centralized power structure has caused alarm among various nations. Critics argue that the document sketches out a personalized power hub rather than a truly multilateral body. There are growing concerns that this initiative could evolve into a direct alternative to the United Nations, an institution President Trump has frequently criticized for its perceived inefficiencies.

Gaza Strategy and the Overture to Modi

Within the broader architecture of the Board of Peace, President Trump has carved out a specific “Gaza Peace Board.” This specialized unit is tasked with the critical responsibility of overseeing post-war governance and reconstruction efforts in the Gaza Strip.

To lend credibility and weight to this initiative, Trump has extended invitations to a diverse group of world leaders. Alongside Prime Minister Narendra Modi, invitations have reportedly been sent to Argentina’s President Javier Milei and Canada’s prominent figure Mark Carney.

In his personal letter to Prime Minister Modi, President Trump expressed his high regard for the Indian leader. He wrote that it is his great honor to invite the Prime Minister to join him in an effort to "solidify peace in the Middle East" and, at the same time, to "embark on a bold new approach to resolve Global Conflict".

The proposal, however, has not been met with universal acclaim. Israeli Prime Minister Benjamin Netanyahu, despite being one of the 50 leaders invited, has voiced criticism. He stated that the plan was not coordinated with Israel, a key stakeholder in the region. Similarly, several European nations have expressed reservations, citing the apparent concentration of financial and administrative control in the hands of the U.S. President.

White House Denies Mandatory Fee

As the backlash intensified, the White House moved quickly to manage the narrative. The White House’s Rapid Response account on X (formerly Twitter) issued a clarification regarding the controversial financial clause. The administration firmly rejected the notion of a “mandatory” $1 billion membership fee, clarifying that the sum is strictly tied to the privilege of permanent membership.

"This simply offers permanent membership to partner countries who demonstrate deep commitment to peace, security, and prosperity," the post stated, attempting to reframe the contribution as a testament to a nation's dedication rather than a transaction.

Adding further context, Bloomberg cited an unnamed U.S. official who emphasized that entry into the Board is not exclusively transactional. The official claimed that countries could join the organization for free, with the understanding that the $1 billion contribution would be channeled directly into funding the reconstruction of Gaza, rather than serving as a mere administrative fee.
