"फर्जी हुक्मरान, शर्मसार-ए-मुल्क-ओ-अवाम": India dismantles Pakistan at the UN over its illegitimate Form 47 government, exposing how the military and secret American diplomatic pressure ousted Imran Khan to hijack the 2024 elections for Shehbaz Sharif

Imran Khan famously declared that his party's rightful victory was "stolen in the dark of the night."

India Calls Out Pakistan’s "Form 47 government" at the UN: The Story of a Stolen Election and Military Rule
India Calls Out Pakistan’s "Form 47 government" at the UN: The Story of a Stolen Election and Military Rule

Over the years, Pakistan has repeatedly faced defeat and embarrassment on the global stage, often at the hands of Indian diplomats. The latest episode took place on October 24, when Raghoo Puri, India’s First Secretary at the Permanent Mission to the United Nations, delivered a sharp response to Pakistan's comments on Kashmir.

During a dialogue with the Special Rapporteur on Minority Issues at the UN General Assembly’s Third Committee, Puri made it clear that Pakistan was simply trying to "paint a propagandist picture" to hide its own severe domestic failures. He directly mocked the leadership in Islamabad, pointing out that the "Form 47 government" is powerless and cannot challenge the orders of the Pakistani military, whom he identified as the "real rulers" of the nation.

Puri noted that Pakistan was using the United Nations to distract the world from its poor record on minority rights, economic collapse, and deteriorating law and order. Delivering his statement, he remarked:

“I am hard-pressed to find any such example from Pakistan, whose delegate predictably misused this platform to paint a propagandist picture of my country. But of course, the interest of the Fauj, the Pakistani army, who are the real rulers of the country, is supreme, and we fully understand the predicament of the Pakistani representative,”

Adding to his critique of Pakistan's internal crises, Puri continued, specifically pointing out regions that have suffered from long-standing state neglect:

“What better way to deflect attention from a flailing economy, general lawlessness, and rampant human rights violations from Khyber Pakhtunkhwa to Balochistan? But of course, the interest of the Fauj, the Pakistani army, who are the real rulers of the country, is supreme, and we fully understand the predicament of the Pakistani representative,”

He firmly advised the Pakistani delegation to shift its focus away from India and deal with the basic needs of its own people, while also demanding that Pakistan leave the occupied regions of Kashmir. Puri stated:

“As far as Jammu and Kashmir is concerned, it is an integral and inalienable part of India, and the only question that remains is the vacation of the region illegally occupied by Pakistan. We would urge the Pakistani delegate to heed the counsel of her own countrymen, look inwards, and focus on the well-being of her own citizens first. But we do understand, unfortunately, that the Form 47 government dare not override instructions from the Pakistani military.”

This blunt reply left the Pakistani officials at the UN visibly embarrassed, particularly due to the heavy political weight behind the phrase "Form 47 government".

The Meaning of a "Form 47 Government"

To understand this political insult, we have to look back at Pakistan’s general elections in February 2024. These elections were heavily criticized for massive delays, internet blackouts, and widespread evidence of vote manipulation. After the elections, the Pakistan Tehreek-e-Insaf (PTI) party, led by former Prime Minister Imran Khan, accused the coalition led by Shehbaz Sharif of stealing the victory. PTI supporters quickly began using the term "Form 47 government" to describe the new administration, arguing that it had no real support from the public and was forced into power by the military.

The term refers to the specific paperwork used by the Election Commission of Pakistan for compiling election data. Two forms matter most in this process: Form 45 and Form 47. Form 45 is the initial document that records the exact vote count at an individual polling station. It lists the registered voters, the votes cast, and how many votes each candidate received. This form is signed by the Presiding Officer and given to the candidates' agents to ensure transparency.

Form 47, on the other hand, is the combined, provisional result for an entire constituency. The Returning Officer creates it by adding up all the Form 45s from the local polling stations, excluding postal ballots. It details candidate-wise votes and deleted votes before final verification. PTI claimed there was a massive difference between the two forms during the 2024 elections. According to the party, the Form 45s clearly showed that independent candidates backed by PTI were leading or winning at the local level. However, when the final Form 47s were released, candidates linked to the Pakistan Muslim League-Nawaz (PML-N) and the Pakistan People’s Party magically appeared as the winners. Furthermore, many presiding officers reportedly refused to hand out the Form 45s to candidate representatives.

Imran Khan famously declared that his party's rightful victory was "stolen in the dark of the night." He argued that based on the actual Form 45 data, PTI had secured at least 170 seats. The evidence of rigging was so strong that by March 2024, a group of 31 members of the US Congress wrote a letter to President Joe Biden and Secretary of State Antony Blinken. The lawmakers urged the US government to withhold recognition of Pakistan's new leadership until a proper investigation into the election fraud was completed.

The Roots of Regime Change

The foundation for this stolen election was actually laid years earlier. In May 2026, a newly leaked diplomatic document, known as a cypher, brought the 2022 ousting of Imran Khan back into the global spotlight. According to a report by Drop Site News, the leaked cypher detailed a critical meeting on March 7, 2022, between Donald Lu, the US Assistant Secretary of State, and Asad Majeed Khan, who was Pakistan’s ambassador to Washington at the time.

The official document was clearly marked “SECRET” and “No circulation”. It revealed that the United States heavily pushed for a regime change in Pakistan because Washington was unhappy with Khan’s neutral foreign policy, particularly his relations with Russia. The American officials gave a very direct signal: if Khan was removed from power through an internal no-confidence vote, the United States would "forgive everything".

When Imran Khan first won the 2018 election, American officials assumed he would act as a loyal instrument to their interests. There were even early rumors that he became Prime Minister with American backing and would act as a puppet. However, Khan chose an independent path, taking a neutral stance at the UN and refusing to blindly follow orders, which eventually angered the "bosses" in Washington.

After Khan was successfully removed from office in April 2022, the military-backed PML-N government rushed to repair its relationship with the United States. Almost immediately, Pakistan started quietly supplying military equipment and artillery shells to Ukraine. These weapons were reportedly routed through third-party countries and US defense contractors.

This obedience paid off for the new government. The Drop Site report revealed that America's support for Pakistan's next IMF bailout was directly linked to this ongoing weapons pipeline. Consequently, by July 2023, the IMF officially approved a $3 billion standby arrangement to rescue Pakistan’s struggling economy.

Ultimately, the leaders of the new government—specifically Prime Minister Shehbaz Sharif and madarsa-bred Field Marshal Asim Munir—have positioned themselves as Washington’s eager courtiers. While Khan prioritized sovereignty and neutrality, the current leaders traded their country's independence for self-gain. Today, the phrase "Form 47 government" serves as a powerful diplomatic and political insult aimed at an illegitimate, army-controlled ruling dispensation that was installed through clear election manipulation.
