NIA arrests Bihar PFI chief Mahboob Alam in Kishanganj for Phulwarisharif 2022 case as India Vision 2047 reveals Gazwa-i-Hind plot, IED training, Turkey support, and UAPA ban

What Does the PFI “India Vision 2047” Document Say?

The National Investigation Agency (NIA) arrested Mahboob Alam, also known as Mahboob Alam Nadvi, on Saturday (14th September). He was serving as the Bihar state president of the banned Islamic fundamentalist group, the Popular Front of India (PFI). The arrest took place in Kishanganj; Mahboob Alam lives in the Hasanganj area of Katihar district, Bihar. He is the 19th person out of 26 suspects named in the Phulwarisharif criminal conspiracy case of 2022 to be arrested and chargesheeted.

The Phulwarisharif case centers on allegations that PFI members committed anti-national, unlawful acts. These acts are said to involve spreading religious hostility between different communities, disrupting peace, and creating terror. According to the NIA:

“Originally filed by local police against 26 suspects, the case involves PFI members in illegal and anti-national acts. These activities aimed to spread fear by fuelling religious hatred between communities, disrupt peace, and create unrest against the country. The group even promoted violence to achieve their goals.”

Investigators claim Mahboob Alam and others were following a secret “vision document” belonging to PFI. This document was seized on July 11, 2022, from Ahmad Palace in Phulwarisharif. In addition to being part of the conspiracy, Mahboob Alam is said to have been involved in recruitment, training, holding meetings, and other activities the NIA calls anti-national. The agency also alleges:

“He also raised funds and provided the same to co-accused persons and PFI cadres. Investigations in the case under the BNS and UA(P) Act are continuing.”

PFI’s Plan Named “Gazwa-i-Hind by 2047”

In July 2022, Bihar Police seized an 8-page document during a raid. This was part of a secret PFI operation. One shocking part of what was discovered: the document included plans to target Prime Minister Modi during his visit to Patna. That document is titled “India 2047: Towards Rule of Islam in India.”

According to what the NIA says, the document lays out a strategy for the Islamisation of India over the coming years. Among its goals: dominating what it calls “coward Hindus” and subjugating them. PFI allegedly believed this could be achieved even if only 10% of Muslims supported their cause.

The plan also involved a more extreme stage: the document reportedly plotted a full-scale armed uprising against the Indian State. It spoke of using trained cadres, and getting help from Islamic nations like Turkey. It even suggested appealing to other Islamic countries to help bring both the Indian state and the majority Hindu population “to their knees.”

Following these findings, the NIA carried out two rounds of raids at numerous locations across nearly 17 Indian states. They seized more than just the “Vision 2047” document. Materials included training modules for building IEDs and bombs from domestic items, documents, and a CD, all allegedly linked to the PFI’s plans of Islamisation.

After this “vision document” came to light, the central government issued an order in September 2022 banning the PFI and its affiliated groups for a period of five years. The government said these organisations were operating as “unlawful associations” under the Unlawful Activities (Prevention) Act (UAPA). The ban also included:

  • Campus Front of India (CFI)

  • Rehab India Foundation

  • National Confederation of Human Rights Organisation (NCHRO)

  • National Women’s Front

  • Junior Front

  • Empower India Foundation

  • Rehab Foundation, Kerala
