A major controversy unfolded on social media after a widely circulated thread alleged the existence of a foreign-funded media influence network linked to the Congress party. The thread placed Kota Neelima, a writer and the wife of Congress national spokesperson Pawan Khera, at the centre of these claims.

The allegations quickly triggered sharp reactions online, drawing political attention and public debate. Kota Neelima has firmly denied all accusations, calling them false and defamatory, and has announced that she is initiating both civil and criminal legal action.

On Saturday (20th December), the wife of Congress spokesperson Pawan Khera was accused of intimidating an independent researcher who runs the well-known OSINT handle ‘The Hawk Eye.’ The incident became a flashpoint in the ongoing online discussion surrounding claims of political and foreign influence in Indian media.

Kota Neelima, who unsuccessfully contested the Telangana Vidhan Sabha election in 2023, openly stated that she would pursue ‘legal action’ against the OSINT researcher. Her response came shortly after the social media thread gained traction and began spreading across multiple platforms.

The thread alleged that Neelima is part of a broader ecosystem that connects the Congress party, foreign funding sources, and sections of the media. It identified her as a Congress Working Committee member and former vice-president of the Telangana Pradesh Congress Committee. The post further linked her to a Delhi-based organisation named PROTO, suggesting that this organisation plays a role in facilitating such connections.

According to the claims made in the post, PROTO was founded in 2018 by fellows associated with the US-based International Center for Journalists (ICFJ). It later became a partner organisation for ICFJ’s South Asia operations. The account alleged that journalism programmes linked to ICFJ have been used to channel funds from Western governments, private foundations, and media-related institutions into India. These funds, the thread claimed, were used to promote narratives critical of the BJP-led central government.

The thread further alleged that since 2017, Kota Neelima has been associated with several platforms, including the Institute of Perception Studies, Rate The Debate, Hakku Initiative, and StudioAdda. It claimed that these platforms hosted journalists who were critical of the BJP and may have played a role in influencing selections for foreign-funded journalism projects. However, it is important to note that no documents or official records were made public to support these claims.

This development came only hours after ‘The Hawk Eye’ accused Neelima of leading what he described as a foreign-funded media influence network connected to the Congress party. The timing of these allegations added to the intensity of the online reaction.

The post went further by alleging ideological and organisational links between the founders of PROTO and initiatives associated with Jamaat-e-Islami. It suggested that there was a coordinated division of roles involving foreign-funded journalism, opposition political narratives, and Islamist mobilisation. The thread also claimed that stories produced under ICFJ-linked programmes between 2020 and 2024 focused heavily on issues such as minority rights, hate speech, the Citizenship Amendment Act, and demolitions. At the same time, it alleged that other forms of communal violence were overlooked. These assertions, too, remain unverified.

Drawing broader political conclusions, the account alleged that the Congress party’s opposition to certain provisions of the Foreign Contribution Regulation Act was linked to protecting this alleged network. It also attempted to connect Congress leader Rahul Gandhi’s international engagements to the same ecosystem. These claims have not been independently verified.

Responding publicly, Kota Neelima issued a strong denial. In a tweet, she stated, “I am shocked at this defamatory rant masquerading as investigation in this thread. It is a deliberate lie, published with intent to injure my reputation. Every material assertion is false and malicious.” She followed this with a clear warning, saying, “Civil and criminal proceedings are being initiated without delay against the author, publisher, and all who knowingly circulated it and amplified it. Consequences will be pursued to their full extent under law,” the wife of the Congress spokesperson threatened.

The Background of the Controversy

On Saturday (20th December), ‘The Hawk Eye’ published a 20-tweet thread outlining what he described as links between the Congress party, foreign funding, and a media narrative machinery allegedly controlled by the US and Islamist groups. The detailed thread quickly gained attention due to the serious nature of its allegations.

The central figure named in the thread was Kota Neelima, who was described as being associated with a Delhi-based company called PROTO. According to the OSINT researcher, PROTO allegedly plays a role in deciding which Indian journalists are eligible to receive funding from what he referred to as the US deep state.

‘The Hawk Eye’ claimed that PROTO was founded in 2018 by the International Center for Journalists (ICFJ) with the purpose of channelising foreign funds to journalists around the world. He further highlighted that ICFJ receives funding from George Soros, his Open Society Foundations, and USAID.

The researcher also alleged that the brother of PROTO’s founder is associated with Jamaat-e-Islami Hind and had participated in anti-CAA protests. Expanding on this claim, ‘The Hawk Eye’ stated that this network operates a structured playbook aimed at ‘regime change’ in India, with funds flowing through ICFJ and PROTO to journalists allegedly influenced by Kota Neelima.

He further claimed that stories he described as anti-India, published by these journalists, are then amplified by the Congress party to shape public opinion. Based on these allegations, ‘The Hawk Eye’ called for a formal investigation into the matter. He also alleged that there was a clear conflict of interest involving Kota Neelima, the wife of Congress spokesperson Pawan Khera, due to her association with an organisation such as PROTO.

As of now, there has been no official response from the Congress party, Pawan Khera, PROTO, or the other organisations named in the social media thread. The allegations continue to circulate online and remain unverified, with no independent confirmation or supporting evidence made public.
