"जिल्ले-इलाही से गुस्ताख़ी...": Massive outrage in Panna district as SDM Ramniwas Chaudhary abuses power by sending innocent Flipkart delivery worker Vijay Kushwaha to jail after a petty dispute over a missing Rs 120 phone cover in Shahnagar

A dispute over an incomplete online order has ignited widespread public outrage across Madhya Pradesh’s Panna district. The controversy unfolded after a routine parcel delivery escalated into police intervention, leaving a young delivery worker locked behind bars over a missing mobile phone cover valued at approximately ₹120. The incident involves the Sub-Divisional Magistrate (SDM) of Shahnagar, Ramniwas Chaudhary, and a Flipkart delivery executive named Vijay Kushwaha.
The matter quickly drew nationwide attention after a video detailing the event went viral across social media platforms, raising serious questions about the administrative treatment of gig workers.
The entire event occurred in Shahnagar, a town located roughly 100 kilometers from the Panna district headquarters. According to detailed reports, SDM Ramniwas Chaudhary had placed an order for two mobile phone covers via the e-commerce platform Flipkart. However, when delivery executive Vijay Kushwaha arrived at the SDM's office to hand over the parcel, the customer opened the package only to discover that it contained just a single cover instead of the two that had been ordered.

Delivery Worker Attributes Issue to Packaging Error
Explaining what transpired, "Vijay Kushwaha said the missing item was due to a packaging or logistics error and assured the customer that the order could be returned by the customer according to the company’s policy, and his job was only to deliver the items." He stressed that as a last-mile delivery agent, he has no control over warehouse operations or seller packaging.
He further claimed that despite calmly explaining the official return procedure, a heated argument broke out. He alleged that the SDM grew angry with him and that "he was abused with bad words." Shortly after the verbal altercation, the Shahnagar local police were summoned directly to the scene. According to law enforcement officials, the SDM submitted an official complaint alleging that the delivery worker had behaved improperly and misbehaved with an official during their interaction.

Police File Case and Remand Delivery Agent to Custody
Following the complaint lodged by the senior administrator, law enforcement officers detained Vijay Kushwaha on the spot. The police registered a formal case against him under Section 170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS)—a preventive detention provision typically invoked to prevent the commission of cognizable offenses. Following these administrative proceedings, Kushwaha was transferred and sent to the Powai sub-jail.
Clarifying the official action taken by the authority, "Shahnagar police station in-charge Parshuram Dawar said the police reached the SDM’s office after receiving information and took action based on the complaint filed by the SDM that the delivery boy misbehaved with him." The station officer maintained that all legal actions were carried out strictly according to established rules and statutory procedures.
Viral Footage Triggers Massive Public Backlash
In the immediate aftermath of his arrest, Vijay recorded a video detailing his ordeal and sharing his side of the story before uploading it online. The video clip quickly gained massive traction across the internet, sparking widespread shock and criticism from citizens who questioned how a routine customer dispute over a minor ₹120 item could lead to criminal detention.
Reflecting on the situation, "Vijay said he was punished for a mistake made during the company’s or seller’s packaging process." Expressing frustration over his predicament, "according to him, he had simply informed the customer about the return procedure but ended up facing legal action for something beyond his control."
This recent controversy has once again placed SDM Ramniwas Chaudhary at the center of intense public scrutiny. The senior official has previously featured in news reports over past controversies, and this latest episode has significantly heightened public criticism regarding administrative conduct. As the video continues to circulate across digital networks, citizens, rights activists, and online commentators continue to demand accountability over the handling of the situation and the harsh measures taken against a delivery worker performing his duty.
