Agency Indicts Three Suspects in ISIS-Directed Ricin Plot to Perpetrate Mass Public Poisonings

On May 5th, the National Investigation Agency (NIA)—India's central counter-terrorism law enforcement authority—filed a comprehensive chargesheet exposing a chilling, ISIS-linked bioterrorism conspiracy. Three individuals have been formally indicted for plotting to execute the mass poisoning of unsuspecting civilians in crowded public spaces. The weapon of choice for this devastating scheme was ricin, a highly lethal and toxic biological agent extracted from the seeds of the castor oil plant.

The primary suspect orchestrating this terror module has been identified as Dr. Syed Ahmed Mohiuddin, a medical professional operating out of Hyderabad. He did not act alone in this endeavor. Authorities have also charged two co-conspirators, Azad and Mohammad Suhel, both hailing from the state of Uttar Pradesh. The formal charges were presented before the Special NIA Court situated in Ahmedabad. The trio now faces severe legal repercussions under some of the nation's most stringent legal frameworks, specifically the Unlawful Activities Prevention Act (UAPA), the newly enacted Bharatiya Nyaya Sanhita (BNS), and the Arms Act.

Drawing from official documentation, including public press releases published via the NIA's official portal and corroborated by national security reporters, the agency highlighted the sophisticated nature of the plot. The investigative body stated that these men operated in a highly coordinated fashion, taking direct instructions from foreign-based handlers deeply affiliated with the Islamic State. Furthermore, the agency revealed that the accused were actively engaged in seeking out and recruiting impressionable, vulnerable youths. Once identified, these individuals were subsequently radicalized by the overseas handlers, brainwashed to embrace extremist ideologies, support violent jihad, and propagate widespread terror through the deployment of prohibited weaponry and catastrophic bioterrorism tactics.

Agency's Official Stance

Delving into the terrifying specifics of the intended attack, the NIA outlined the conspirators' deliberate selection of ricin to advance the violent, extremist agenda of the ISIS network. To fully comprehend the gravity of this threat, it must be noted that ricin is strictly categorized as a listed Schedule 1 chemical under the international Chemical Weapons Convention, recognizing its profound potential for mass casualties.

According to the investigative findings, the foreign handlers utilized powerful psychological and structural incentives to secure absolute loyalty. In a deeply concerning revelation, Dr. Mohiuddin was reportedly promised a major regional leadership role; his handler assured him the elevated title of the ISIS “Amir” of the South Asian territory.

The timeline of the federal intervention reveals that the NIA officially assumed control of this critical probe in January 2026. Upon taking over the investigation, their rigorous searches uncovered alarming physical evidence. Investigators discovered that Dr. Mohiuddin had effectively transformed his private residence in Hyderabad into a clandestine, underground laboratory. Within those walls, he was actively experimenting and preparing the deadly ricin toxin directly from raw castor seeds.

Origins of the Inquiry

To trace the roots of this foiled conspiracy, the timeline stretches back to the final months of the previous year. The initial breakthrough was achieved not by federal authorities, but by the vigilance of the Gujarat Anti-Terrorism Squad (ATS).

The sequence of events began to unravel in November 2025. Dr. Mohiuddin, who notably holds an MBBS degree obtained from a medical institution in China, was intercepted by law enforcement during a routine check at a highway toll plaza. A thorough search of his vehicle yielded startling discoveries. Authorities reported finding him in possession of illicit firearms. Even more concerning, they recovered a large bottle containing four liters of castor oil, alongside a cache of highly incriminating material hidden within the car.

This initial apprehension by the Gujarat ATS proved to be the linchpin that brought down the broader network. Acting swiftly on the actionable intelligence gathered from Dr. Mohiuddin's capture, authorities mobilized immediately, leading to the successful arrest of his two accomplices on that exact same day.

Actions of Accomplices

While Dr. Mohiuddin operated as the central node for the biological aspect of the plot, the NIA chargesheet heavily emphasizes the indispensable roles played by his associates. Azad and Suhel were not passive bystanders; the agency has established that both men were active, knowing participants in the sinister conspiracy.

The investigation confirmed that the duo maintained consistent and secure communication lines with their overseas handlers. Furthermore, they were deeply entrenched in the financial and logistical machinery of the operation. Their duties involved receiving and utilizing illicit terror funds, conducting on-ground reconnaissance for potential strike targets, formally taking an oath of allegiance to the terror outfit, and actively amassing a dangerous stockpile of illegal arms and ammunition.

Mohammad Suhel, in particular, emerges as a critical operational facilitator. The agency categorizes him as the primary link bridging the foreign handler with the local conspirators. He was the vital conduit responsible for grassroots recruitment, operational coordination, and the logistical management of terror financing and weapon consignments. His extensive involvement meant he personally distributed operational funds and physically transported the illegal weaponry across regions. Additionally, he was responsible for meticulously recording the “Bay’ah”—the formal Islamic oath of allegiance to the terror group's leader—and even went to the lengths of manufacturing ISIS flags to be utilized in their propaganda and eventual operations.
