"अमन की आशा": PM Modi stands firm against Pakistan’s dual strategy as a coordinated peace appeal by elites from New Delhi and Islamabad attempts to revive the flawed Musharraf-Manmohan framework on Jammu and Kashmir

The Modi government’s blatant refusal to restore the Indus Waters Treaty has left Pakistan rattled. Since the execution of Operation Sindoor, the Pakistani military and political establishment have both pleaded and threatened India in equal measure. After realizing that nothing worked against New Delhi's firm stance, they have now resorted to an aggressive strategy of narrative warfare.

On one hand, Pakistan recently organized a high-profile seminar focusing on the Indus Waters Treaty. Simultaneously, its network of "intellectuals" has joined forces with 61 Aman ki Asha enthusiasts inside India to author a joint letter directed at Indian Prime Minister Narendra Modi and Pakistani Prime Minister Shehbaz Sharif, seeking what they term an "end of hostilities."
This strategic communication, titled “Appeal to the Prime Ministers of India and Pakistan by Concerned Citizens,” was formally issued by the Centre for Peace and Progress on 30th June 2026. The document features the signatures of 117 "prominent citizens," a group comprising 61 individuals from India and 56 from Pakistan.
“We, the undersigned citizens, respectfully urge the Governments of India and Pakistan to take meaningful and sustained steps towards restoring peace, normalcy, dialogue and cooperation in South Asia,” the letter reads.
While the appeal initially gives an impression that there may be a genuine effort at urging the governments of India and Pakistan to resume dialogue and resolve long-standing disputes through formal diplomacy, there is far more to this text than the usual "Aman ki Asha" syndrome. The core of the letter explicitly seeks the immediate restoration of full diplomatic relations and the reinstatement of High Commissioners in New Delhi and Islamabad, alongside the resumption of normal visa services for citizens of both nations.

A Revival of the Flawed Musharraf-Manmohan Blueprint
The demands outlined in the document extend deep into structural bilateral policies, raising critical questions about its true objective: is this a genuine appeal for peace, or is it targeted advocacy for Pakistan’s strategic interests?
The signatories urge both Prime Ministers to resume a structured dialogue on Jammu and Kashmir, lift existing bans on artists, and ease cross-border travel restrictions. Specifically, the Indian and Pakistani signatories urged the leaders to “resume discussions on Jammu and Kashmir, including revisiting the framework negotiated between 2004 and 2007. Steps towards demilitarisation and de-escalation, to create lasting peace in the region.”
Notably, the specific framework highlighted in this appeal is the Musharraf-Manmohan framework, a controversial four-point formula developed through quiet backchannel diplomacy between the years 2004 and 2007 under Indian Prime Minister Manmohan Singh and Pakistani President Pervez Musharraf.
Under the provisions of this historical framework:
- Both countries agreed not to redraw the map of Jammu and Kashmir.
- Both nations would accept the existing Line of Control (LoC) as a permanent fixture.
- The framework sought to make the border "irrelevant" by reducing the LoC to a mere line on a map, facilitating the unregulated movement of people and free trade across Jammu and Kashmir and Pakistan-occupied Jammu and Kashmir (PoJK).
- It was agreed that both J&K and PoJK would receive self-governance, granting residents internal autonomy without awarding total independence to the region.
- A joint supervisory body would be established, featuring representatives from India, Pakistan, and both sides of Jammu and Kashmir, to coordinate cross-border governance issues.
- The plan mandated a phased reduction of military troops on both sides of the LoC, supported by a formal review clause.
The formalization of this diplomatic framework faced severe delays due to compounding domestic political issues before the leaders of both countries. By late 2007, Pervez Musharraf lost power amidst widespread public anger across Pakistan. Ultimately, what killed any remaining possibility of this framework functioning was the execution of the 26/11 Mumbai terror attacks by Pakistani Islamic Jihadis in 2008. From an objective Indian perspective, this was a disastrous framework, and Indian citizens endorsing any letter or appeal seeking a resumption of bilateral talks based on the Musharraf-Manmohan formula is short of treason.

Territorial Sovereignty and the Reality of Illegal Occupation
The historical and legal reality of the region stands in stark contrast to the framework's goals. The last Hindu king of Jammu and Kashmir, Raja Hari Singh, signed the definitive Instrument of Accession on 26th October 1947, ensuring the legal integration of all of Jammu and Kashmir into the Dominion of India. If the signatories of this appeal to PM Modi and Shehbaz Sharif truly desired enduring regional peace, they would instead urge Pakistan to discontinue its illegal occupation of PoJK. Furthermore, India’s historic abrogation of Article 370 made it clear years ago that any demands for a plebiscite gimmick will not be entertained under any circumstances.
Seeking a dialogue resumption based on the Musharraf-Manmohan framework essentially means that India would recognize PoJK as a legal, semi-autonomous region under Pakistani administration, while treating Jammu and Kashmir as a semi-autonomous region under India. Effectively, Pakistan—which holds absolutely no legal claim over any portion of the entire Jammu and Kashmir territory—would permanently retain PoJK while gaining direct access to the Indian side of the region. Conversely, India would be surrendering its legitimate sovereignty over its own territory currently under Pakistan's illegal occupation and persistent oppression.
Moreover, allowing self-government for Jammu and Kashmir would have essentially cemented the region’s Special Status within the Indian Union permanently. In addition, introducing representatives from both sides of Kashmir to establish a joint consultative mechanism would have granted an illegal occupier, Pakistan, an official stakeholder status in India's internal affairs.
Clearly, even within this supposed peace effort involving Pakistan-sympathising Islamo-leftists, the Pakistani side has shrewdly pursued its own national interests. However, it is needless to say that this appeal will be relegated to the exact same dustbin by the Modi government where the unfair Indus Waters Treaty is currently consigned.

Economic Asymmetry and Border Infrastructure Demands
Moving ahead, the appeal strongly urged the leaders of both nations to address what it describes as the legitimate security concerns of both countries. The text places heavy emphasis on “Facilitating people-to-people contact by easing travel restrictions,” while seeking to enable regular exchanges among families, students, academics, journalists, artists, businesspersons, and civil society groups. The signatories explicitly want both states to encourage cultural, educational, sporting, and religious exchanges to rebuild trust between their societies.
The letter reads: “Facilitating people-to-people contact by easing travel restrictions. Enabling exchanges among families, students, academics, journalists, artists, businesspersons and civil society groups. Encouraging cultural, educational, sporting and religious exchanges to rebuild trust between societies. Restore Trade and Economic Cooperation. Reopening trade channels and restoring normal commercial relations. Reinstating Most Favoured Nation or equivalent non-discriminatory trade arrangements. Promoting regional economic integration and shared prosperity,”
From a structural standpoint, India operates as a global cultural, educational, and sporting giant that does not require a treacherous partner like Pakistan. Conversely, an economically weak and desperate Pakistan stands to gain immensely if Indian markets are opened to Pakistani traders. The exact same imbalance applies to the sports and entertainment industries; from cricket to Bollywood, India remains a dream destination for Pakistani professionals, whereas India, as a sporting and entertainment behemoth, has very little to gain from Pakistan. Historically, the same Pakistani singers and actors to whom Bollywood gave a massive platform, fame, and money, later chose to spew venom against India when New Delhi called out Islamabad for actively sponsoring Islamic terrorism against India.
In addition to trade and people-to-people ties, the appeal outlines a detailed demand for reopening long-dormant transport and connectivity links. This includes reopening the Attari-Wagah land border, resuming the Srinagar-Muzaffarabad and Delhi-Lahore bus services, restarting the Samjhauta Express and Thar Express train lines, and opening the strategic Kargil-Skardu route.
As stated in the document: “Fully reopening the Attari-Wagah land border for trade and travel. Resume Srinagar-Muzaffarabad bus service to reconnect divided families. Resuming Delhi-Lahore bus service. Restarting Samjhauta Express and Thar Express train services. Opening of Kargil (Ladakh) – Skardu (Gilgit Baltistan) Route. Reopening airspace for commercial airlines to reduce travel time and costs and improve connectivity. Promote Religious and Cultural Access. Reopening Kartarpur Sahib Corridor as an important confidence-building measure,”
Beyond the demand to reopen the Kartarpur Sahib Corridor—an infrastructure link that Pakistan’s ISI has consistently been exploiting for its own anti-India designs—the signatories also sought the opening of the Sharada Peeth located in the Neelam Valley within PoJK.
India, however, has walked this precise diplomatic path earlier and received nothing from Pakistan but immediate betrayal and state-sponsored Jihad. Reintroducing bus and train services or opening borders for travel will not subside General Asim Munir’s Hindu-hating Jihadist agenda against India. While India may extend a hand of friendship, history proves that Pakistan will respond with another violent, Pahalgam-like attack.

The Signatories and the Coordinated Timing
The domestic political alignment of the letter's signatories reveals a distinct pattern. The Indian signatories heavily feature National Conference chief Farooq Abdullah, separatist leader Mirwaiz Umar Farooq, PDP chief Mehbooba Mufti, RJD MP Manoj Jha, former TMC minister and current AJUP leader Humayun Kabir, alongside Professor Apoorvanand, Jawahar Sircar, and Mani Shankar Aiyar. Unsurprisingly, almost all of the Indian signatories belong to specific anti-BJP political-ideological circles that are often involved in peddling anti-India and anti-Hindu propaganda. From the Pakistani side, the document was endorsed by former Foreign Minister Khurshid Mahmud Kasuri, former diplomat Ashraf Jehangir Qazi, National Assembly member Isphanyar Bhandara, and Bharatnatyam dancer Sheema Kirmani, among others.
While the ultimate futility of this letter is a foregone conclusion given the Modi government’s unyielding "terror and talks cannot coexist" policy, the precise timing of this peace gimmick remains highly interesting. On the exact same day that these prominent Indian and Pakistani citizens issued their letter urging a resumption of dialogue, the Pakistani government held its unilateral seminar in Islamabad.
This seminar was explicitly designed to build an aggressive global narrative against India over the defunct Indus Waters Treaty, running alongside a campaign to appropriate the Hindu history of ancient India based entirely on current geographical boundaries. During the seminar, which was attended by Pakistani officials and selected international experts, state officials issued their familiar, empty threats, asserting that stopping the Indus waters would be deemed an "act of war."
This exposes the dual strategy of the Pakistani establishment: on one hand, the Pakistani government actively indulges in war-mongering and narrative games to villainize India rather than taking action against the "Bharat ki barbadi tak jung rahegi" screeching Jihadis it continues to harbour. On the other hand, Pakistani elites simultaneously stage a pretentious "peace and diplomacy" drama by colluding with useful idiots inside India.
