Following the major announcement by Union Home Minister Amit Shah regarding the complete dismantlement of the ISI-backed Shahzad Bhatti terror syndicate, a visibly unnerved Bhatti has released a video message attempting to deflect the damage. In the recording, the Pakistan-based gangster and intelligence asset made the desperate claim that the 253 individuals arrested across India are not his terror associates, but are instead supporters of the Cockroach Janta Party (CJP) connected to the July 20 demonstrations at Jantar Mantar.

Attempting to mount a defense, Shahzad Bhatti openly challenged Union Home Minister Amit Shah and the Narendra Modi-led government to publicly release the photographs of all detained operatives, display the complete cache of recovered weaponry, and officially verify the country of origin for each seized firearm.

Giving his statement directly in the video message, Bhatti remarked:

“Amit Shah tweeted that ‘We have caught more than 200 of Shahzad Bhatti’s associates. That is what is being shown to you, and the media is also broadcasting that, but that is not the reality. These are people from the Cockroach Janta Party. The people who went to Jantar Mantar, our photos and videos were made there as well,” Shahzad Bhatti said.

In an attempt to project strength and maintain relevance following the extensive destruction of his operational network, Bhatti went on to assert that nearly 3,000 of his foot soldiers continue to move freely across Indian territory.

The cross-border operative also extended an open offer of legal representation and financial backing to CJP elements should they reach out to him. Bhatti then resorted to classic ISI propaganda themes, attempting to present himself as sympathetic toward the Sikh community while alleging that Indian authorities actively create divisions for political mileage.

Addressing the crackdown and the political landscape, he stated:

“My network has been active for the past 5-6 years. “Why did you have to start this operation just now? Were your agencies and police asleep before this? If you have arrested 300, I have 3,000 who are roaming the streets freely. Sometimes you blame Pakistan to get votes; other times, you pit Sikhs against each other to get votes. How much longer can you keep doing this?” he said.

He further pledged his assistance to those detained during the multi-state security operations, stating:

“I will not step back; I will look into the cases of these men you have arrested and give them legal support even if they are CJP’s men, and if CJP needs me, they can contact me; I will even back them, Bhatti added.

Union Home Minister Announces Full Neutralization Of Cross-Border Bhatti Terror Syndicate

On 17th August 2026, Union Home Minister Amit Shah announced that Indian security establishments had systematically dismantled the ISI-funded Shahzad Bhatti terror module, effectively neutralizing an extensive plot designed to carry out subversive attacks across the nation. The Home Minister detailed that over 200 key operatives belonging to the syndicate were captured during simultaneous raids across 14 different states.

Providing details of the counter-terror operation on social media platform X, the Home Minister wrote:

“Modi govt destroyed the ISI-backed terror group Shahzad Bhatti Network ahead of Independence Day and thwarted its plans for subversive attacks by arresting more than 200 operatives. Indian security forces ripped apart the network by launching coordinated operations across different locations in 14 states, upholding a brilliant example of India’s zero-tolerance towards terrorism,” he posted on X.

The Home Minister further outlined the dangerous arsenal confiscated during the nationwide sweep, confirming the seizure of advanced weaponry, explosive devices bearing state-sponsored military markings, and surveillance technology.

Detailing the recoveries, he stated:

“Substantial recoveries, including IEDs, grenades bearing Pakistan Ordnance Factory markings, pistols, live cartridges, and CCTV cameras used for espionage, were made from the ISI-funded group. The network was involved in several terrorist activities,” Shah added.

Sleeper Cells, Smuggling, And Radicalization: Anatomy Of The ISI-Backed Bhatti Network

Over recent months, Indian intelligence agencies and state police forces have carried out a series of targeted arrests to dismantle the logistical and operational infrastructure managed by Shahzad Bhatti on behalf of Pakistani intelligence handlers. Investigations reveal that the syndicate operates as an integrated terror enterprise handling digital radicalization, operative recruitment, espionage, weapons procurement, sleeper cell creation, and direct sabotage across India.

Security files indicate that the syndicate relies heavily on encrypted messaging platforms supervised directly from Pakistan. It has actively integrated with several front organizations and fringe Khalistani groups, including the Khalistan Armed Force, Punjab Sovereignty Alliance, Khalistan Liberation Army, Sher-e-Punjab Brigade, United Sikh Brotherhood, Sikh Tigers of Khalistan, and the newly formed Tehrik-e-Taliban Hindustan (TTH).

The newly established TTH front claimed responsibility for the targeted assassinations of Punjab Police personnel in February and May of this year. Early investigative breakthroughs came when Delhi Police Special Cell apprehended an operative named Sohail, who had been tasked by TTH handlers to spray-paint terror graffiti across prominent public locations in Delhi and Faridabad.

The recruitment model engineered by Bhatti’s handlers specifically leverages social media platforms to identify and target impressionable or economically distressed youth. The handlers initially entice targets with monetary incentives for low-risk assignments, gradually escalating the demands to violent acts—such as public firing incidents at entertainment venues, hurling grenades at installations, targeting police personnel, and recording the attacks for propaganda purposes.

A notable strategy of the module involves recruiting across various demographic and religious lines, entrapping not just Muslims, but also Sikh and Hindu youth through targeted psychological manipulation and financial baiting.

Chronology Of Security Crackdowns And Espionage Cases Linked To The Syndicate

The comprehensive dismantling of the syndicate comes on the heels of a string of critical counter-espionage operations spanning multiple states and strategic zones:

  • October 2023: Counter-espionage units in the Dantor sector of Rajasthan arrested an individual for leaking sensitive national security data to Pakistani intelligence handlers using honey-trap accounts on social platforms.
  • 2024–2025: Authorities cracked an espionage network operating around the critical Mahajan Field Firing Range. Three individuals—a military canteen operator, an e-Mitra service center agent, and a railway staff member—were taken into custody for transmitting sensitive military movements to cross-border handlers.
  • November 2025: The National Investigation Agency (NIA) linked a high-profile grenade attack on the Sirsa Women Police Station in Haryana directly to logistical modules run by the Bhatti network.
  • February 2026: Border surveillance units intercepted a cross-border drone drop near the Khajuwala border, recovering a shipment of Chinese-manufactured pistols and live ammunition, uncovering a major illegal arms transit pipeline.
  • April 2026: The Delhi Police Special Cell dismantled a violent plot involving shootings and targeted assassinations in the National Capital Region. Two operatives, Rajveer and Vivek Banjara from Madhya Pradesh, were arrested with illegal weapons and ammunition procured under direct orders from Bhatti.
  • Uttarakhand Operation: Special units in the Jhajhra area arrested Vikrant Kashyap, an operative maintaining regular digital contact with Bhatti over Instagram and WhatsApp. A .32 bore pistol, seven live rounds, spray paint canisters, and a mobile handset were recovered from his possession. Kashyap had previously executed TTH graffiti tasks and was actively conducting surveillance on high-security installations in Dehradun, including the State Police Headquarters and the Inter-State Bus Terminus (ISBT).
  • 17th–19th July 2026: In the Godu village area under Bajju Police Station in Bikaner, 18-year-old Anil Kumar was detained by the Rajasthan Anti-Terrorism Squad (ATS) after intelligence uncovered a Pakistani WhatsApp account running on an Indian phone number registered to him. Kumar had shared the verification OTP directly with Bhatti’s associates and was also under investigation for brandishing illegal firearms online. He was formally handed over and arrested by the local police on 19th July.
  • Late July 2026: The Assam Police Special Task Force (STF) conducted focused raids in the state, apprehending three key syndicate operatives: 26-year-old Akramul Islam from Beparipara in Dhubri district; 22-year-old Aminur Rahman from Dhupiri in Panbari, Chirang district; and 54-year-old Abdul Hussain from Dabandia in Kalgachia, Barpeta district. Security personnel seized five smartphones, seven active SIM cards, government identity documents, bank passbooks, debit cards, and extensive incriminating paperwork from their possession.

With the cross-border logistical lines severed and its domestic infrastructure exposed, the Bhatti syndicate has suffered critical operational failure. In response, Shahzad Bhatti has shifted toward psychological warfare and narrative manipulation, attempting to link his arrested terror agents to ongoing domestic political protests in a calculated move to create confusion and instigate unrest against the government.
