Meerut Police expose how a Pakistani mother and daughter, Saba and Aiman, lived in India for 30 years using forged documents and allegedly visited Delhi’s Army offices despite sensitive ties to ISI

In a case that has sparked significant national security concerns, the Meerut Police in Uttar Pradesh officially registered a legal case on 14th February against a mother and daughter. The pair is accused of living in India illegally for nearly thirty years. According to the allegations, these two women are Pakistani nationals who have managed to stay within Indian borders by using forged documents and hiding their true identities.

The investigation began following a formal complaint by Rukhsana, a local social worker. "The complainant, identified as a social worker, Rukhsana, accused the mother and daughter duo of securing Indian identity documents through fraudulent means." In her detailed statement to the authorities, she explained that while the two women remained Pakistani citizens, they successfully obtained several official Indian documents. "In her complaint, she stated that the two obtained forged Aadhaar cards, voter ID cards and Indian passports while continuing to hold Pakistani citizenship."

Providing more context on how this situation began, Superintendent of Police Avinash Pandey addressed the media. He explained that the police first received tips regarding a man named Farhat Masood, a resident of the Delhi Gate area. "Reportedly, he travelled to Pakistan and married a woman named Saba. A daughter was born to the couple in Pakistan. Both Saba and her daughter are Pakistani nationals."

The authorities did not take these claims lightly. The Senior Superintendent of Police (SSP) noted that an initial check into the matter supported the whistleblower's claims. "The SSP said a preliminary inquiry confirmed that the accused were residing without valid Indian citizenship." Because the City Superintendent of Police found the allegations to be credible during an earlier probe, a formal First Information Report (FIR) was filed to start the legal process. "On finding substance in the allegations during an earlier probe conducted by the Superintendent of Police, City, a formal FIR was registered. Further legal action is underway, and a detailed investigation has been ordered."

Details From the Formal Police Complaint

The official FIR, which was accessed by OpIndia, identifies the primary suspects as Saba Masood (who also goes by the names Naji and Najia) and her daughter, Aiman Farhat. Due to the seriousness of the charges, the police have invoked several specific parts of the Indian legal code. "The following sections of the Bharatiya Nyaya Sanhita, 2023, have been invoked: Sections 318(4), 336(3), 338, 340(2), 351(2) and 352, relating to cheating, forgery, use of forged documents and criminal intimidation." These charges reflect a wide range of alleged criminal activity, from faking government papers to threatening those who might expose them.

According to the records provided by the [UP Police](), the timeline of their arrival in India is quite specific. "The complainant stated that Saba married Farhat Masood in Pakistan and that Aiman was born there on 25th May 1993." This means the daughter has been in the country since she was a very small child. "She further stated that when Saba returned to India, Aiman entered the country on Saba’s Pakistani passport, with her name and date of birth clearly endorsed on the travel document."

The core of the legal issue is that despite living in Meerut for decades, the pair never transitioned to being legal Indian citizens. "The complainant, Rukhsana, further stated that despite being Pakistani nationals, both mother and daughter continued to live in Meerut without acquiring Indian citizenship through due legal process." Even as the daughter grew up and attended schools in the area, her legal status remained unchanged. "She added that Aiman pursued her education locally while remaining a Pakistani citizen and that no lawful citizenship application was ever completed."

The methods used to stay under the radar involved complex layers of deception. "She further stated that forged and fabricated documents were prepared to obtain an Indian passport for Aiman." The mother, Saba, allegedly took things a step further by creating multiple personas. "Saba also secured two separate voter cards under different names, Saba Masood and Najia Masood." The social worker argues that this was not a simple mistake but a calculated effort to bypass the law. "The complainant contended that these acts amount to deliberate concealment of identity and cheating of Indian authorities."

Beyond the issue of illegal residency, the complaint highlights a potential threat to the country's safety. Rukhsana pointed out that the duo had been moving across borders using their questionable paperwork. "She added that the accused travelled multiple times to Pakistan and other countries on the basis of forged passports and documents." Even more alarming are the alleged family connections mentioned in the police report. "She further told the police that Saba’s father, Hanif Ahmed, was allegedly a Pakistani national associated with the ISI, and that this background makes the matter sensitive from a national security perspective."

Perhaps most worrying to investigators is where the accused were allegedly seen. "The complainant further stated that the accused frequently visited Army headquarters and government offices in Delhi while concealing their true identity." This access to sensitive areas, combined with their alleged foreign intelligence links, has made the investigation a high priority.

Finally, the FIR suggests that the accused tried to use fear to keep their secret. "Additionally, the FIR noted that the complainant alleged that she was threatened and intimidated when she earlier raised objections, and that the accused allegedly cited political influence and links within the police administration." This suggests that the pair felt protected by powerful individuals, which may explain how they avoided detection for nearly thirty years.
