The interrogation was not concerned with film productions or screen appearances; it focused on industrial dredge pumps, fabricated logistics logs, and the muddy waters of the Mithi River. Outside, television crews and photographers lined the quiet residential lane in suburban Bandra as news broke that investigators had taken Morea into custody following the marathon questioning.

When torrential rains inundated Mumbai on July 26, 2005, killing over a thousand people and paralyzing the financial capital, the choked channels of the Mithi were identified as the primary catalyst for the catastrophic flooding. In response, the Brihanmumbai Municipal Corporation committed billions of rupees to widen, deepen, and desilt the waterway ahead of every summer monsoon.

Between 2020 and 2024, that critical civic safety initiative became an instrument of financial extraction. Rather than clearing the riverbed to its bedrock, contractors exploited the opaque logistics of underwater excavation. EOW investigators discovered that municipal supervisory engineers had certified falsified weighbridge logs, recorded fictitious truck journeys, and dramatically inflated the reported volume of extracted silt.

In one instance documented by detectives, a waste-disposal agreement purportedly executed in April 2021 bore the signature of a landowner who had died three months prior. The silt remained banked along the riverbed, while public funds were disbursed for work that never took place. The resulting ₹65.54 crore loss represented a major diversion of funds meant to shield vulnerable neighborhoods from seasonal monsoon floods.

The Kochi Procurement Conspiracy

The evidentiary trail that eventually led to Bandra began over 1,300 kilometers south, in the port city of Kochi, Kerala. In October 2020, senior civic officials from the BMC's Storm Water Drains department traveled to Kochi to inspect specialized amphibious desilting machinery, specifically proprietary sludge pushers engineered by Matprop Technical Services Private Limited.

Rather than conducting a transparent public procurement process, municipal officials constructed an exclusive commercial arrangement. Upon returning to Mumbai, the civic body released public tenders containing machinery specifications that precisely matched Matprop’s equipment. Any bidding contractor seeking to participate in the river cleanup was effectively forced to secure those specific machines.

When civil contractors approached Matprop to purchase the required machinery, the manufacturer redirected them to two private intermediaries based in Mumbai: Jayesh Joshi, associated with Virgo Specialties Private Limited, and Ketan Kadam, an operative tied to Vodar India LLP.

Instead of selling the machinery, Kadam and Joshi established a leasing syndicate. They rented the specialized machines to the contractors at inflated rates, well above standard market pricing. The contractors then passed these inflated costs back to the BMC through padded municipal invoices, which civic engineers approved without dispute.

Through this pipeline, public funds were routed directly into private commercial entities. In August 2024, following formal complaints by state legislators Prasad Lad and Pravin Darekar, the Mumbai Police set up a Special Investigation Team within the Economic Offences Wing. By May 7, 2025, investigators arrested both Kadam and Joshi, initiating the asset-recovery phase of the probe.

The Worli Address and the Sister Accounts

Following Kadam’s arrest, forensic auditors began tracking bank transfers, tax filings, and corporate registries. That paper trail brought investigators to a commercial venture registered as UBO Ridez Private Limited.

On the surface, UBO Ridez operated an urban mobility service, managing electric carts and carriages throughout South Mumbai. It seemed entirely separate from the heavy industrial contracting of the Mithi River. However, filings with the Registrar of Companies revealed that UBO Ridez shared its registered office address near Famous Studio in Worli with Vodar India LLP, the corporate vehicle managed by Ketan Kadam.

The connection extended into corporate governance:

  • Santino Rocco Morea, the brother of Dino Morea, was listed as a director of UBO Ridez.

  • Punita Kadam, the wife of prime accused Ketan Kadam, served alongside Santino Morea on the board of directors.

  • Financial audits revealed a direct monetary transfer of ₹18 lakh from Ketan Kadam to UBO Ridez.

When detectives obtained Call Detail Records, they found consistent phone communications between Ketan Kadam, Santino Morea, and Dino Morea during the exact timeframes when municipal desilting contracts were being awarded and cleared. The communications and shared addresses placed the actor directly within the scope of the financial inquiry.

Federal Scrutiny: The Fourteen-Hour Sweep

Before the EOW arrived in Bandra, federal anti-money-laundering authorities had begun examining the same ledger entries. Identifying hallmarks of capital placement and corporate layering, the Enforcement Directorate initiated a parallel criminal probe under the Prevention of Money Laundering Act.

In June 2025, federal agents coordinated dawn raids across 15 locations in Mumbai and Kochi. A specialized team entered Dino Morea’s Bandra residence, conducting an intensive search that spanned nearly 14 hours.

Agents seized banking records, personal computer drives, and private contracts. Concurrently, separate teams searched Santino Morea’s properties, municipal engineering offices, and the shared corporate workspace in Worli.

The ED's forensic analysis pointed toward a wider scheme: funds taken from the municipal treasury appeared to have been layered across private businesses, real estate holdings, and secondary corporate enterprises. The ₹18 lakh transfer into UBO Ridez emerged as an entry point into a broader network of capital movements.

By May 2025, the EOW had brought in both Dino and Santino Morea for an initial round of questioning, requiring them to submit personal bank records and company audits to reconcile their corporate ties with Kadam.

The Paperwork Closes: October 2

Between the raids of mid-2025 and the autumn of 2026, investigators consolidated the evidentiary record. Financial analysts tracked municipal invoices against the equipment leasing margins of Vodar India LLP and the accounts of UBO Ridez.

When the EOW summoned Dino Morea to his Bandra home on the morning of October 2, 2026, the questions centered on resolving critical inconsistencies:

  • The business rationale behind an electric vehicle venture operating from the exact office used by a key desilting contractor.

  • The commercial purpose of the ₹18 lakh remittance from Ketan Kadam to an enterprise co-managed by his brother and Kadam's wife.

  • The pattern of recurring telephone communications with Kadam during key stages of the civic desilting project.

Morea maintained that he operated independently from municipal contracts, pointing to separate business investments to explain his commercial dealings. However, the paper trail and digital records demonstrated sustained connections to the individuals and entities at the center of the probe.

After nearly eight hours of continuous questioning, investigators determined that his statements did not account for the documented financial links. The EOW took Morea into custody and transported him from his residence to the Economic Offences Wing headquarters at the Mumbai Police Commissioner's complex.

The Systemic Fallout

The arrest of Dino Morea exposed how civic contracting schemes can intersect with corporate and entertainment networks. The criminal investigation into the Mithi River cleanup has resulted in charges against 13 individuals, including municipal engineers, intermediary brokers, and corporate directors.

The forensic evidence assembled by the EOW and the Enforcement Directorate illustrates the structural mechanisms of modern financial fraud. The scheme relied on tailored municipal specifications, inflated equipment rental fees, and the transfer of public funds into lifestyle and commercial enterprises.

As the charges move through the special courts, the core facts remain established in the records of the civic body. Public funds allocated to protect Mumbai from urban monsoon disasters were diverted through a network of shell structures and intermediaries. While the silt continued to choke the riverbed, the payments cleared for its removal traveled through the financial networks of Worli and the luxury enclaves of Bandra. State agencies continue their efforts to trace the remaining assets and hold the responsible networks accountable.
