A high-voltage counterterror sweep in Uttar Pradesh has led to the arrest of four men accused of attempting to form a radical group named the “Mujahideen Army,” aiming to “replace” democracy with Sharia law, officials say.

The Uttar Pradesh Anti-Terrorism Squad (ATS) carried out the arrests on September 29, acting on intelligence inputs that pointed to a deeper and more chilling conspiracy. State police released a detailed statement, noting that “The Uttar Pradesh Anti-Terrorism Squad received intelligence that some individuals in various districts of Uttar Pradesh, influenced by radical Pakistani organisations, were planning to overthrow the democratically elected government in India through violent jihad and impose Sharia law through the use of arms. To accomplish this goal, these individuals were meeting at various locations and participating in various social media groups. They were inciting people through audio chats and videos, and were collecting funds to procure weapons and other materials for carrying out terrorist acts. These groups also harboured serious plans for the near-term targeted killings of non-Muslim religious leaders.”

This statement paints a clear picture: the suspects allegedly coordinated across districts, used social media and encrypted channels, raised funds, and intended to carry out targeted violence. The ATS has filed an FIR under Sections 148 and 152 BNS at the Police Station-ATS in Lucknow to facilitate formal legal proceedings.

The four individuals arrested are:

  • Akmal Raza, hailing from Sultanpur

  • Safeel Salmani alias Ali Razvi, from Robertsganj, Sonbhadra

  • Mohd. Tausif, resident of Ghatampur in Kanpur

  • Qasim Ali, son of Babbu Shah, resident of Sarai Qadeem in Rampur

According to additional media reports, the ATS suspects these men were radicalised through propaganda and external influence.
Further investigation reportedly revealed they used encrypted platforms to recruit sympathisers, spread extremist content, and plan their operations.
Authorities also recovered evidence such as mobile phones, identity cards, financial documents, and payment scanners from the accused.

As the probe unfolds, police will seek to uncover the full extent of their network and whether there were others involved beyond the four arrested.
