Communal tension spread across Jalaun district in Uttar Pradesh after a Hindu woman was allegedly kidnapped from the Konch police station area on 19 January. What began as a missing person case soon escalated into a sensitive law-and-order issue, as allegations surfaced against a politically connected individual. The accused was identified as Rizwan Mansuri, also known as Chotu Tiger, who was at the time serving as the Jalaun district chief of the Mulayam Singh Youth Brigade, the youth wing of the Samajwadi Party.

The matter became more serious due to allegations of police delay and claims of political pressure. Local residents and Hindu organisations alleged that Rizwan’s political position affected the initial response of law enforcement agencies. Although Rizwan was later arrested and the woman was recovered safely, the case has triggered wider concerns about accountability and the conduct of political leaders in cases involving serious criminal allegations. Media sources accessed the First Information Report registered in the matter, which provides detailed insight into the claims made by the victim’s family.

The alleged kidnapping took place under the jurisdiction of Konch Kotwali Police Station. As details of the incident emerged, tension in the area grew rapidly. Hindu organisations staged protests and accused the police of not acting promptly because of the accused’s political connections. These protests reflected public anger and distrust, particularly among those who believed that justice was delayed due to political influence.

Case sparks protests and claims of delayed police action

According to media reports, the 21-year-old Hindu woman went missing on 19 January after leaving her home to go to the market. When she failed to return for several hours, her family became worried and began searching for her. Unable to find any trace of her, they later approached the police to lodge a complaint.

The issue soon took on a communal tone, as local residents and Hindu organisations alleged that despite the seriousness of the allegations, immediate action was not taken against the accused. On 23 January, members of Hindu organisations and community residents gathered outside the Konch Kotwali Police Station to protest. They accused the police of acting under pressure and demanded the immediate arrest of Rizwan Mansuri.

The situation worsened further after objectionable photos, chats, and videos allegedly linked to the woman and the accused surfaced on social media. In one such video, the woman was heard saying that she had left her home on her own and that no one had forced her to do so. She also accused her parents of pressuring her to get married while she wanted to continue her studies. Additionally, she stated that she had submitted an application before the Allahabad High Court seeking protection.

However, the woman’s family rejected these claims. They alleged that the content was circulated under pressure with the aim of shaping public opinion and mentally harassing the woman. According to them, the circulation of such material was intended to influence perceptions and weaken their case.

Arrest of the accused and safe recovery of the woman

After sustained pressure from Hindu organisations and local community members, the police arrested Rizwan Mansuri alias Chotu Tiger. Following his arrest, the woman was recovered safely. She was sent for a medical examination and later produced before a court for the recording of her statement, in line with legal procedures.

Providing official details, Circle Officer Parmeshwar Prasad said, _“On 20th January 2026, the complainant submitted a written complaint at Konch Kotwali stating that his 21-year-old daughter had been enticed and taken away by Rizwan Mansoori alias Chotu Tiger. Acting on the said complaint, the Konch Kotwali police immediately registered a case under the relevant sections of law and took the accused Rizwan Mansoori alias Chotu Tiger into custody, where he is currently being interrogated. The abducted woman has been recovered. She is being subjected to a medical examination and is being produced before the Hon’ble Court for recording of her statement. Further investigative proceedings are underway.”

Details revealed in the FIR

Media sources reviewed the FIR registered in this case. The FIR was filed on 20 January at Konch Kotwali Police Station in Jalaun district of Uttar Pradesh. It was registered on the complaint of the victim’s father under Section 87 of the Bharatiya Nyaya Sanhita (BNS). The accused named in the FIR are Rizwan Mansuri alias Chotu Tiger and Usman Qureshi.

According to the complaint, the Hindu woman left her home around noon on 19 January, telling her family that she was going to the market. When she did not return for several hours, her family searched for her. During this process, they allegedly learned that she had been lured away by Rizwan with the help of Usman.

The complainant further stated that before leaving, the woman had taken approximately Rs 3 lakh in cash from her house. Despite making repeated efforts, the family was unable to locate her. With no information about her whereabouts, they approached the police and sought legal action against both accused.

Political background and repeated suspensions

Rizwan Mansuri is affiliated with the Samajwadi Party led by Akhilesh Yadav. At the time of the incident, he was serving as the district head of the Mulayam Singh Youth Brigade. Notably, the FIR was registered on 20 January at 11:38 am, and by 4 pm the same day, Rizwan was removed from his position as district chief of the Mulayam Singh Youth Brigade. The suspension letter was issued by Anees Raja, the State Chief of the MSYB.

This was not the first time Rizwan faced disciplinary action. In September 2024, he was removed from the party for being “involved in anti party activities.” His suspension was later revoked on 7 April 2025. In September 2025, he was reinstated as the district head of the MSYB.

A review of Rizwan’s public profile and social media activity shows multiple instances of outreach towards Hindu communities. He was seen visiting Hindu households and participating in Raksha Bandhan, where rakhis were tied on his wrist. His social media posts include greetings for Hindu festivals such as Diwali, Holi, Ram Navami, and Navratri. He has also shared images of himself participating in Hindu cultural occasions, including having tilak applied on his forehead during Bhaiya Dooj.

While political outreach across communities is common, these repeated public displays are now being closely examined. In light of the allegations he faces, questions have arisen over whether Rizwan used his organisational role to build visibility and acceptance within the Hindu community. His carefully presented public image and online presence have come under scrutiny, particularly over whether such outreach was driven by genuine engagement or political convenience.

Authorities have assured that a proper investigation will be conducted. Circle Officer Prasad stated that action would be taken strictly on the basis of evidence and legal provisions, and that no guilty individual would be spared as the investigation progresses.
