Odisha police arrested doctor-turned-activist Randall Sequeira for inciting local tribals to severe violence in the name of anti-mining activism to sabotage the bauxite project, unmasking a massive threat to development

Odisha’s vast bauxite reserves are the undisputed engine of India’s aluminium sector, holding the key to immense regional development, large-scale job creation, and national self-reliance. However, the operationalisation of these strategic assets is frequently hijacked by a recurring pattern of orchestrated, violent resistance.
The Sijimali bauxite project—a massive corporate and developmental undertaking designed to elevate Odisha's economic profile—is currently navigating an intense conflict. It is a battle between state-backed industrial progress and a highly coordinated network of radical activists weaponising ecological concerns.
At the epicentre of this unrest is Dr. Randall Sequeira, a Mumbai-raised physician who, according to law enforcement, has dangerously overstepped the boundaries of medical service to become a political agitator. Police allege that Sequeira and his associates have systematically misled indigenous communities, inciting violent, armed clashes against the state apparatus to stall critical industrial development. This investigation exposes how essential national progress has been besieged by ideological radicalisation and transnational agendas.

October 2026: Halting the Instigators
The long-simmering tensions surrounding the Sijimali reserve culminated in decisive, necessary police action on the night of October 16, 2026. Law enforcement officials apprehended Dr. Randall Sequeira and Laxman Naik, a Dalit activist and trained martial artist, from Sequeira's residence in Bhawanipatna, Kalahandi district.
The charges levied against the duo reflect the severe, organised nature of the violence they are accused of orchestrating. Although they were not explicitly named in the initial First Information Reports (FIRs) from a violent clash six months prior, comprehensive subsequent investigations firmly established their central role as provocateurs. They were booked under stringent, non-bailable sections of the Indian Penal Code.
| Accused Individual | Key Charges Invoked by Odisha Police |
| Dr. Randall Sequeira | Attempt to murder (Sec 307), rioting armed with a deadly weapon, dacoity, criminal intimidation, and Arms Act violations. |
| Laxman Naik | Attempt to murder (Sec 307), rioting armed with a deadly weapon, dacoity, criminal intimidation, and Arms Act violations. |
Predictably, civil society groups and the political opposition immediately cried foul, claiming a "crackdown on dissent." However, the Odisha Police mounted a firm, evidence-based defense of their operations. South Western Range Deputy Inspector General (DIG) Akhileshvar Singh unequivocally rejected the narrative of state repression.
"The arrested persons were not innocent," DIG Singh stated bluntly. He clarified that Sequeira had effectively abandoned his clinical mandate to engage in subversive activities. "Dr. Randall Sequeira was not providing medical services to the people but was engaged in instigating tribals against the State government," the DIG asserted, adding that Naik was similarly "misleading people". Police highlighted that while numerous medical professionals operate peacefully in the Kalahandi and Rayagada districts, Sequeira was uniquely targeted due to his transition from healthcare into criminal instigation, which included coercing local tribal women into filing false allegations against the administration.

The Manipur Connection: An Ecosystem of Subversion
To truly understand why the state views Dr. Sequeira as a severe subversive threat, one must examine his deep integration into a broader ideological ecosystem that consistently targets the Indian establishment. Sequeira’s arrest in Odisha did not occur in a vacuum; it is part of a pattern of delegitimising state authority.
In the summer of 2023, Sequeira travelled to violence-torn Manipur as an investigative member of Karwan-e-Mohabbat, an organisation founded by Harsh Mander in 2017. This group was previously heavily involved in mobilising support for the Shaheen Bagh protests against the Citizenship Amendment Act.
The group's subsequent report, "The Humanitarian Crisis in Manipur," published in August 2023, is widely regarded as a textbook example of anti-Hindu, anti-Meitei bias masquerading as humanitarian concern. The venomous report paints the predominantly Hindu Meitei community as the aggressor and the state government as a partisan enabler, while giving the predominantly Christian Kuki-Zo side a virtual clean chit. The report’s central claim was that the government was "culpably absent" and showed a "visible disparity" by supporting Meitei camps while Kuki camps relied on churches, effectively painting the state as a perpetrator.
The ideological parallel is striking. In Manipur, the Karwan-e-Mohabbat report accused the state government of partisanship and abdication. In Odisha, Sequeira applied the exact same framework, standing accused of instigating tribals to make false allegations against the state government. The same individual who helped craft a narrative delegitimising one state government actively worked to subvert another through instigation and falsehood.
In an article published in The New Leader titled "The Inheritors of the Land," Sequeira utilised deep biblical allegory to attack the Indian state and its corporate partners, comparing them to the "Pharisees and Sadducees"—basically Christian terms for the wealthy Jewish classes who collaborated with the colonising Roman Empire. Unsurprisingly, Sequeira has also contributed articles for the Islamo-leftist propaganda portal The Wire.
Recognising the threat posed by this radicalisation, the Kashipur police in Rayagada made a formal General Diary (GD) entry against Sequeira in September 2023, officially noting his active involvement in circulating anti-mining propaganda and maps among the Sijimali villages.

The Kantamal Ambush and Preemptive State Action
The severe criminal charges against Sequeira and Naik stem directly from a harrowing outbreak of violence in April 2026 at Kantamal village. The conflict centred on the construction of a vital 3-kilometre approach road necessary to connect the Sijimali bauxite mine to State Highway 44.
In anticipation of politically motivated disruptions, the district administration had proactively issued prohibitory orders on April 3, restricting large assemblies. In direct defiance, activists mobilised hundreds of villagers to aggressively block the construction. The situation devolved into extreme violence on the pre-dawn morning of April 7. When police contingents arrived in Kantamal strictly to execute a non-bailable arrest warrant, they were ambushed. According to police, an organised mob of nearly 250 villagers viciously attacked the officers using stones, axes, swords, and other sharp agricultural weapons.
The unprovoked assault resulted in nearly 70 injuries, including a staggering 58 police personnel who sustained severe blunt force trauma and required immediate hospitalisation. The police were forced to deploy tear gas and execute a baton charge to restore order and save the lives of their personnel.
The state had previously attempted to prevent exactly this kind of bloodshed by neutralising the logistical leadership of the protests. On March 25, 2026, police rightfully arrested Lingraj Azad, a prominent activist, booking him under the Arms Act to maintain public order. Furthermore, back in June 2025, anticipating massive tribal mobilisation, the District Magistrate issued an administrative "exclusion order" banning Sequeira from entering the Rayagada district. While an Orissa High Court ruling later quashed the exclusion order on constitutional grounds, it crucially did not exempt Sequeira from the ongoing criminal proceedings related to his actions on the ground.

Democratic Approvals vs. Vested Interests
The narrative propagated by activists—that the Sijimali project is an illegal corporate land grab—is fundamentally contradicted by the extensive regulatory and democratic clearances the project has secured.
In December 2023, the administration successfully facilitated Gram Sabha meetings across the affected villages, obtaining formal consent certificates from the district administrations of Kalahandi and Rayagada for the diversion of forest land. Despite orchestrated attempts by activist groups to disrupt proceedings, the mandatory environmental public hearings were successfully and peacefully completed in October 2023.
Relying on this documented democratic consent, the Union Ministry of Environment, Forest and Climate Change granted Stage-I forest clearance, and subsequently, on May 5, 2026, granted the critical Stage-II (final) forest clearance for the approach road, validating the legal and developmental necessity of the infrastructure.
The Economic Imperative of Sijimali
The intense activist focus on Sijimali is a direct attempt to sabotage monumental economic stakes. In 2023, the Odisha government finalised the auction of the Sijimali bauxite block, awarding the 50-year lease to Vedanta Limited.
Spanning 1,549 hectares, Sijimali holds an estimated 311 million tonnes of pristine, high-grade bauxite. This reserve is a critical lifeline for Vedanta’s Lanjigarh alumina refinery, which is actively expanding its capacity from 2 million to 5 million tonnes per annum (MTPA).
The financial and social benefits that this project brings to Odisha completely dwarf the narratives of ecological doom pushed by radical activists.
| Economic & Social Indicators | Vedanta's Contributions to Odisha |
| Total Investment | ₹1 lakh crore invested to date; ₹1.8 lakh crore in pipeline investments. |
| Employment Generation | 5 lakh jobs generated since the company's inception in the state. |
| Revenue to Exchequer | ₹9,000 crore contributed annually (representing ~3% of Odisha's GSDP). |
| Social Impact Commitment | ₹5,000 crore pledged via the Anil Agarwal Foundation for nutrition, healthcare, and animal welfare. |
Despite these massive economic injections and Vedanta's comprehensive commitments to Environmental, Social, and Governance (ESG) standards, vested interests have consistently weaponised "tribal rights" to stall the project, placing vital national development at severe risk.
The Radicalisation of a Physician
The trajectory of Dr. Randall Sequeira illustrates how the guise of humanitarian aid can be co-opted for radical, anti-state activism. Raised in a wealthy corporate household in Mumbai and educated at elite institutions, Sequeira moved to Kalahandi in 2017.
However, instead of maintaining the objective neutrality expected of the medical profession, he integrated himself deeply into local and national activist networks. By choosing to view his medical work through a hyper-politicised, anti-government lens, Sequeira transformed from a physician into a full-time agitator. This ideological radicalisation culminated in his arrest in October 2026, as the state was finally forced to intervene against a man who, according to law enforcement, crossed the perilous line from healthcare advocacy into actively instigating deadly violence against the state and its critical development goals.
