Revealing how the hostage crisis unfolded, the NIA report exposes a planned attack in Malda, where provocative mosque calls mobilized a mob that disabled CCTVs and used frontline women shields to trap judicial officers

Just days after Chief Election Commissioner (CEC) Gyanesh Kumar handed the Malda violence investigation over to the National Investigation Agency (NIA), a chilling picture has begun to emerge. On April 1, seven judicial officers carrying out Special Intensive Revision (SIR) duties were cornered and harassed by a massive Muslim mob. Acting on strict orders from the Supreme Court of India, the NIA quickly filed its preliminary inquiry. According to the agency, this was not a sudden burst of anger. It was a carefully planned and highly coordinated operation.
The NIA's early findings show that road blockades and protests popped up in multiple locations all at once. This kind of simultaneous action points to a well-oiled network executing a clear strategy, completely dismissing the idea that this was just an organic protest sparked by the SIR process.

A Swift Gathering: Calls from the Mosque and E-Rickshaws
The NIA uncovered that local e-rickshaws were driving through the Kaliachowk (also known as Kaliachak) area, loudly broadcasting messages to gather a crowd. Further instructions rang out from a local mosque, directly urging Muslims to take to the streets and surround the judicial officers—including women—at the Kaliachak-II BDO office. (Note: Extensive reporting by authentic news outlets like The Indian Express and The Times of India have corroborated this heavy and sudden mobilization in the Kaliachak-II block).
Within mere minutes, a staggering crowd of 1,500 people arrived outside the BDO office. This aggressive mob trapped the seven judicial officers, holding them hostage under a terrifying siege that lasted for about 13 hours. To make matters worse, one female judicial officer was held up and detained for nearly eight hours. This proves that the chaos was not just happening in one spot; the rioters had set up systematic roadblocks to paralyze the region completely.

Sabotaging the Rescue and Using Human Shields
The nightmare for the trapped officers did not end at the BDO office. When the West Bengal Police finally broke their deliberate hours of slumber to rescue the victims, the mob turned their fury on the escaping convoy. As the Central Armed Police Forces (CAPF) and local police tried to evacuate the officers safely, stones rained down on their vehicles from multiple directions. During this violent ambush, a driver was severely injured, causing his vehicle to flip over. This violent interception clearly shows the mob’s goal was to actively attack the rescue mission, not just to protest.
A disturbing but familiar strategy was also at play. The NIA revealed that the mob intentionally placed women at the very front of the crowd, using them as a human shield while the men created a ruckus from behind. This tried-and-tested tactic serves three specific goals. First, authorities naturally hesitate to use strict measures to disperse female crowds. Second, if the police are forced to take tough actions like a lathi-charge or forced dispersal, the Muslim mob can use that as an excuse to turn on their full-fledged Jihadi mode. Third, when media outlets flash visuals of police forces cracking down on female "protestors," it automatically invokes sympathy and helps in shaping a favorable narrative. We have seen this exact playbook used in the past, such as during the anti-Hindu 2020 Delhi Riots and the Haldwani violence.

The Blinded Cameras: Evidence of a Conspiracy
A thorough 72-hour on-ground investigation by NIA officials brought a startling fact to light, almost confirming that the attack was a planned conspiracy to disrupt the judicial adjudication of the SIR process. The NIA report notes that out of the 16 CCTV cameras installed at the BDO office, 9 were deliberately switched off. Crucially, this included the cameras monitoring the main entrance.
So far, 105 individuals have been named in the three primary FIRs, and 24 have been arrested. Recognizing the gravity of the situation, the NIA has now sought the Supreme Court’s nod to investigate a full conspiracy angle.

The Supreme Court Demands Answers
On the 6th of April, a Supreme Court bench led by CJI Suryakant heard petitions challenging the Special Intensive Revision (SIR) of West Bengal’s electoral rolls. The courtroom witnessed explosive moments as the top court blasted the Director General of Police (DGP) and the Chief Secretary of West Bengal for ignoring urgent phone calls from the Chief Justice of the Calcutta High Court during the shocking event.
Justice Kant slammed the administration, stating, “You are so busy that you cannot take the call of the Chief Justice of the High Court.” In response, the Chief Secretary tried to defend himself, claiming, “There was no call from any chief justice to me. I had come to Delhi for a meeting. From 2 pm to 4:30 pm, I was on a flight.” Justice Joymala Bagchi added, “It would have been very helpful if your number had been shared with the high court chief justice,” To this, the senior officer replied, “It was given, but the number is a secure one.” The CJI sharply retorted: “Please lower your security a bit so that ordinary minions like the Chief Justice of Calcutta HC can reach you. It is because of your and the police’s failure that the task was given to judicial officers. What kind of credibility is the West Bengal bureaucracy suffering? Please help in improving the image. You compel us.” Justice Bagchi further expressed, “That is why the Election Commission of India also could not be given any information.” Justice Kant remarked on the apathy, saying, “Even the Home Secretary was not reachable. The way these officials are being pampered. Please apologise before the Chief Justice and redeem what was done.” He then charged, “It was motivated, pre-planned and deeply instigating in nature. Giving the NIA full backing, the apex court granted the agency the liberty to register more FIRs “if the offence illustratively referred to in our order has involvement of other persons for different consideration.”
During an earlier hearing on the 1st of April, the Supreme Court noted that the incident was not routine but a “calculated and motivated move” to demoralize the judicial officers and to stop the ongoing process of adjudicating objections in the left-out cases. The court described the incident as a challenge to its authority since the on-duty judicial officers were an “extension of this Court”.
The court firmly stated that the attack was a “brazen attempt not only to browbeat judicial officers, but also amounts to a challenge to the authority of the Apex Court. This incident certainly cannot be construed to be a routine occurrence and, ex facie, appears to be a calculated, well-planned and deliberate act intended to demoralise judicial officers and obstruct the ongoing process of adjudication of objections in the remaining cases.”
Describing the Malda incident as an act of “criminal contempt”, the court said that it “reflects a complete failure on the part of the civil and police administration, in so far as the law-and-order situation in Maldah District is concerned.” The Bench also took a grim note of the information that the judicial officers were deliberately deprived of even basic essentials like food and water.
The Supreme Court highlighted the utter failure on the part of the Chief Secretary, the Home Secretary, the Director General of Police, the Collector, and the Superintendent of Police in taking effective measures to safely evacuate the gheraoed judicial officers despite receiving prior information.

The Terrifying Nine-Hour Hostage Crisis
The ordeal itself was a grueling nightmare. A large mob held the seven judicial officers hostage at the Block Development Officer (BDO) office in Kaliachak-II, a Muslim-dominated area. The officers, including three women, were deployed to verify the documents of voters whose names were marked "under adjudication" during the SIR exercise conducted by the Election Commission of India.
The frenzied mob held the judicial officers, along with a five-year-old child of one of the officers, hostage for about nine hours. During this exhausting standoff, the officers were left stranded in the BDO office without access to food and water. The attack was directly linked to the deletion of the names of several infiltrators living in the area from the recently released supplementary voter lists.
Following the collective efforts of the central forces and the police, the judicial officers were finally rescued past midnight; however, the mob did not calm down. As the judicial officers were being escorted away, the mob tried to stop their vehicles by placing bamboo poles on the road and pelted stones and bricks at them. The so-called protestors also blocked National Highway 12 (Kolkata-Siliguri National Highway) in Malda, completely disrupting connectivity between North and South Bengal. Shaken by the event, the seven judicial officers had even written to the Malda District Magistrate expressing deep concerns about their security.
The Mastermind Behind the Chaos
Media reported earlier how a local advocate, a former TMC leader, and presently an All India Majlis-e-Ittehadul Muslimeen (AIMIM) leader, Mofakkerul Islam, was allegedly behind orchestrating the violence in Malda. (Note: Mainstream sources including Hindustan Times have also confirmed the arrest of Mofakkerul Islam from Bagdogra airport by the CID in connection with inciting this mob). He reportedly delivered provocative speeches the night before the attack on April 1. To fire up the crowd, he raised the Islamic war cry, ‘Nara-e-Takbeer, Allahu Akbar’, and the mob responded in an equally aggressive manner. *
