Nagpur: Head of Children's Charity Riyaz Qazi Arrested for Alleged Sexual Harassment and Religious Coercion of Female Workers

A shocking case has emerged from the city of Nagpur, where an organization claiming to be a sanctuary for disadvantaged children has become the center of a disturbing criminal investigation. A charitable organization known as the Universal Multipurpose Society, which publicly champions the cause of underprivileged youth, is now facing intense public and legal backlash. This comes after local authorities officially registered a First Information Report (FIR) detailing severe allegations.

The primary target of the complaint is the president of the organization, who is facing serious accusations involving the sexual exploitation, forced religious practices, and digital stalking of multiple young female employees.

The head of the charity, identified by officials as Riyaz Fazil Qazi, was taken into custody late in the evening on Saturday, April 18th. The arrest took place shortly after the formal complaint was filed at the Mankapur police station at approximately 10:00 PM.

Situated just about a kilometer away from the local Mankapur police station, the NGO claims a history of community service dating back to 2010. On paper, it actively engages in various welfare initiatives, including organizing health-check camps, promoting educational programs, and providing direct assistance to vulnerable children living in the Mankapur slum areas. It also boasts affiliations with several other community foundations. However, behind this philanthropic facade, a different reality was allegedly unfolding for the women working there.

Given the severe nature of the religious coercion allegations, the investigation has quickly expanded beyond local law enforcement. Intelligence agencies have stepped in, with sources indicating that the state Anti-Terrorist Squad (ATS) has launched a simultaneous, deep-dive inquiry. This parallel investigation aims to uncover the organization’s hidden historical background, untangle its financial records, and identify any potential external links that go beyond its stated social work.

The dark details of the case were brought to light primarily by a 23-year-old woman who had been working at the NGO as the chief of administration and human resources since September 2023. Her detailed complaint paints a harrowing picture of workplace harassment. The FIR details a specific incident that occurred on July 18th, 2024. At around 1:00 PM, shortly after her birthday was celebrated at the workplace, Qazi called the young woman into his private cabin. According to her statement, he physically embraced her without her consent and kissed her forehead before uttering the chilling words, “I don’t want to leave you today.” Trapped in a vulnerable position, the young woman explained that the sheer terror of losing her livelihood forced her to remain silent and unable to openly object to his behavior.

Unfortunately, the harassment did not stop there. The complainant revealed that the organization's president made repeated attempts to force physical contact. In a calculated move to avoid detection, he allegedly went as far as disconnecting the office CCTV cameras before making his unwanted advances. Furthermore, when she actively rejected his inappropriate behavior, he retaliated by treating her with profound disrespect in the workplace. She also reported that he would secretly gather personal information about her from other colleagues and inappropriately touch her whenever she was isolated in the office.

Qazi's controlling behavior extended into the digital realm as well. The victim accused him of creating a fake Instagram profile, cleverly blending elements of both their names, solely to monitor the online activities and physical movements of the female staff and volunteers.

The toxic environment deeply affected her family, too. Her older sister joined the organization in November 2025, taking on the role of an assistant project manager. Almost immediately, she was subjected to strict religious impositions. Qazi allegedly forced her to wear garments that completely concealed her entire body and commanded her to recite specific Islamic prayers to guarantee her safety during fieldwork. During this brief employment, Qazi would also inappropriately discuss the younger sister with her. Unable to tolerate the oppressive environment, the older sister resigned within a mere two months.

This toxic culture drove several others away. The complainant noted that Qazi's actions triggered a wave of resignations, including that of a 24-year-old teacher who had joined the team in 2024. According to the victim's account, there were multiple instances where non-Muslim employees were subjected to uncomfortable leering and relentless pressure to adopt Islamic religious customs against their own faith.

The situation reached a boiling point in mid-April. On April 13th, the accused took the drastic step of calling the mother of a former female employee. During this disturbing phone call, Qazi resorted to highly derogatory language. He viciously character-assassinated the complainant, her sister, and their circle of friends and associates by referring to them as “call girls” and “prostitutes.” He further alleged they were involved in mysterious “night activities” and explicitly warned the family to sever all ties with them.

The truth of this conversation could not be hidden for long. On April 17th, concerned coworkers circulated an audio recording that captured a similar defamatory discussion. Alarmed by these developments, the affected individuals went to the NGO's office the very next day, April 18th, only to find the premises completely locked and shuttered. Realizing the gravity of the situation, they immediately approached the authorities to seek justice.

The local police are now meticulously combing through a mountain of evidence, which includes the disabled CCTV footage, phone call records, digital footprints on social media, witness statements from colleagues and relatives, and the crucial audio recordings mentioned in the FIR. Addressing the media, Senior Inspector Haresh Kalsekar of the Mankapur police station stated, “On Sunday, we produced Qazi before court which granted custody remand till 23rd April. We will probe the case from different angles.” The inspector also highlighted that three women have already stepped forward to register formal complaints, and law enforcement anticipates that more victims will soon find the courage to do the same.

Given the multitude of offenses, the accused is facing a heavy roster of legal charges under the newly implemented Bharatiya Nyaya Sanhita (BNS). He has been booked under Section 74 for assault or use of criminal force against a woman with the intent to outrage her modesty, alongside Sections 75(2), 78(2), and 296 for obscene acts. Furthermore, he faces charges under Section 302(1) for deliberately hurting religious sentiments and Section 356(2) for defamation. Additionally, he has been charged under Section 66-B of the Information Technology Act for the illegal misuse of computer resources and social media accounts to stalk the women.

To add a broader perspective to these distressing events, this incident in Nagpur surfaces shortly after the discovery of a similarly alarming racket. Recently, a major case involving workplace sexual harassment intertwined with religious conversion was exposed at a TCS BPO facility in Nashik, which was reportedly linked to a gang of Muslim team leaders.
